The reason for this is because the RVT Landscape material uses Alpha Blending, so no Weight Blending (which would be much more preferable). Due to how layers work in UE4, using Edit Layers and applying a weightmap to a spline or Landmass brush only paints the layer 50% opacity unless you use Alpha Blending, from what I understand at least.
